STR Student Teacher Ratio Criteria for eTransfer. To maintain an optimal learning environment and ensure the best possible education for students, transfers based on Student-Teacher-Ratio (STR) are crucial. This policy outlines the criteria for transfers at the Primary, Elementary, and Secondary levels, with special attention to low STR schools.

Criteria for Primary Level Transfers.

Criteria for Teacher Transfers Based on Availability of Sanctioned Posts

Standalone Primary Schools and Consolidated Model Primary Schools

  • In schools with two or fewer Teachers, such as standalone Primary Schools or each portion of a consolidated Model Primary School, no Teacher shall be transferred without ensuring a permanent substitute.

Transfer Policy for Schools with Four or More Sanctioned Posts

  • In schools with four or more sanctioned posts and all posts filled, only one Teacher with the highest merit may be allowed to be transferred out. This condition applies if the Student-Teacher-Ratio (STR) is high, i.e., the number of students exceeds 160. The rationale is that due to the high STR, no Teacher may apply for transfer-out, and simultaneously, no Teacher may apply for transfer-in due to unavailability of vacant posts.

Elementary Level Transfer Requirements

  • For schools with elementary classes (6, 7 & 8), the minimum requirement of Teachers ESTs/SESEs (Elementary School Teachers/Secondary School Educators) shall be as follows:

  1. Transfer Eligibility for Single Teachers in Specific Subjects Teachers of specific subjects, namely EST/SESE (Arabic), EST/SESE (Drawing), EST/SESE (Computer Science), and EST/SESE (Physical Education), may apply for transfers after completing three years of tenure in the same school.

Comprehensive Guidelines for Teacher Transfers and Adjustments

  1. School Head Requirement for Elementary Schools In elementary schools, the post of SSE/SST (School Head) shall require only one Teacher.
  2. Secondary Level Transfer Policy In cases where there is only one sanctioned post for SST (Science-Chem/Bio), SST (Science-Math/Phy), or SST (Computer Science), the Teacher may not apply for transfer-out, as there is no replacement available. However, working SST (Science) and SST (Computer Science) with three years’ service in that school may apply for transfer during the e-transfer round.
  3. Contractual Teachers’ Transfer Eligibility Contractual Teachers (Educators) may apply for transfer against regular posts, i.e., ESEs against the post of PSTs, SESEs against the post of ESTs, and SSEs against SSTs with the same subjects.
  4. Transfer of Computer Teachers Computer Teachers may be allowed transfer against vacant posts of Computer Teachers subject to the following conditions:
    • The requested school must have a Computer Lab.
    • There should be a minimum enrollment of 60 students (Science/Arts) in 9th & 10th class in the requested school.
  5. Minimum Tenure for e-Transfer Application The minimum tenure for online e-Transfer applications shall be one year in the present school.
  6. Mutual Transfers and Adjustment of Teachers
    • Regular and Contractual Teachers of the same scale and category/subject may be allowed for mutual transfer.
    • Contractual Teachers may be transferred against regular posts of the same scale and category (subject), and vice versa.
    • No Teacher shall be surrendered on administrative or disciplinary grounds unless disciplinary proceedings are initiated under the Punjab Employees Efficiency, Discipline, and Accountability (PEEDA) Act 2006.
    • Teachers in awaiting posting/surrendered category shall be adjusted after considering Teachers in other categories.

Adjustments in QAED

    • Applications for adjustments in QAED academies will be sought through the School Information System (SIS) from the existing staff of the School Education Department (SED).
    • A Selection Committee, as already notified vide order No.SO(TRG)2-70/2013 dated 18th February 2014, shall shortlist and recommend candidates as per QAED’s policy.
    • Once the selection process is completed, QAED will update the approval status of selected candidates on the School Information System (SIS) Portal to generate QR coded transfer orders.

Restrictions on Erratic Posting adjustments will not be allowed:

    • Against irrelevant subjects. OR
    • Against higher or lower grades.
