پنجاب اسمبلی میں نئے بلدیاتی نظام کا بل منظور.
پنجاب اسمبلی سے منظور ہونےوالا نیابلدیاتی نظام دومسودات قانون کےتحت پنجاب بھرمیں لاگوہوگا۔اس نظام کےتحت دیہات میں ویلیج کونسل اورشہروں میں محلہ کونسل کا انتخاب غیرجماعتی بنیادوں پرہوگا۔نئے بلدیاتی بل کے تحت تحصیل اور میونسپل کی سطح پرانتخاب جماعتی بنیادوں پرہوں گے۔ اورسیاسی جماعتیں اپناپینل دینے کی پابند ہوں گے۔
بل کےتحت ضلع کونسل اور یونین کونسل کی بجائےتحصیل اورویلیج کونسل کانظام قائم ہوگا۔ ویلیج اورمحلہ کونسل میں فری لسٹ الیکشن ہوگااورزیادہ ووٹ حاصل کرنےوالا امیدوارچیئرمین بن جائے گا۔۔۔اس سے کم ووٹ حاصل کرنے والا ڈپٹی چیئرمیں ہو گا اور اسی طرح ووٹوں کی بنیاد پر دیگر تمام عہدے تقسیم کیے جائیں گے۔ نئےبلدیاتی نظام کابل اب گورنرپنجاب کو بھیجا جائےگا۔ ان کی منظوری کےساتھ ہی بلدیاتی ادارے تحلیل ہوجائیں گے۔پھرحکومت ایک سال کےاندر اندرانتخابات کرانے کی پابند ہوگی. نئی لوکل گورنمنٹ تحصیل کونسل،ویلیج کونسل، نیبر ہڈ کونسل ، میونسپل کارپوریشن اورمیٹروپولیٹن پرمشتمل ہوگی۔صوبے کےنو اضلاع کو میٹروپولیٹن کادرجہ دیاجائےگا۔
بلدیاتی انتخابات کےلیےامیدواروں پرتعلیم کی شرط بھی نہیں ہوگی۔ نئے بل میں نوجوانوں اورٹیکنوکریٹ کی مخصوص نسشتیں ختم کردی گئی ہیں. ویلج کونسل اورنیبرہڈ کونسل کی اسمبلیوں میں فیصلہ شو آف ہینڈ کے ذریعے ہو گاجبکہ بلدیاتی اداروں کی مدت چار سال ہوگی۔ پہلے اور چوتھے سال کسی چیئرمین اور ڈپٹی چیئرمین کے خاف تحریک عدم اعتماد بھی پیش نہیں کی جاسکے گی. بلدیاتی اداروں کو پنجاب کے بجٹ کاتینتیس فیصدحصہ دیاجائے.
